Processor 100% but processes tab show the top user only using about 2%

So i have this problem with my computer at work. i will be happily tick tacking away when my computer sudenly bogs down. when i pull up task manager performance shows a CPU usage of 100% but my processes are only using ~12% that i can math out. i would like to know what processess in the admin/system users are doing this so i can tell my tech team to fix it, but my tech team doesn't even know how to update java let alone figure out the problem. any help would be appreciated. 

 

It's a windows 7 enterprise machine with an AMD A4-5300B @3.4Ghz, 14 G ram and i dont have admin privileges

Seems to be an old system. 2 core CPU. Check what are the start up programs.

Cant check since i dont have admin privileges, MSconfig doesnt open without admin

It's an HP custom board, its a prebuilt bought en mass...

PC is old. I I highly doubt they'll change it. Speak to them and ask for an upgrade.(if they will let you)

I'm pretty sure it's software related, like i said, i can be happy with 12% usage one minute and then 100% out of nowhere. 70% of the time its running quite fast with 10-20% utilizations

without an admin doing his work you are f***ed.

 

go for the easiest solution:

buy cake and deliver it in person to the IT guys, will get fixed then.

 

PS:

homemade cake from your wife/gf/whatever will get you 2 GB more ram at least! fact!
