I lean towards the 1060 usually: it performs better on way more games. But DX12 games might start tricking down more and the biggest plus is that he can get a cheap Freesync monitor. That's just not viable at all seeing the prices of Gsync monitors.

 

So for someone getting a hand me down PC I'd choose the 480.

I am getting 60FPS + is pretty much all games at 1440P with a FX-8350 & GTX 1070.  I will be upgrading to AMD Zen or Kaby/ Cannon lake at some point early next year, but my FX-8350 has actually served me well the last 4 years.  Nothing to complain about.
