Why does Steam Allocating disk space takes ages?

I know steam always does this when installing a new game, but I have only experienced it to take 30 seconds to 1 minute. However, I started my download on The Witcher 3, which I know is a huge file but even after a 30 minutes trip to the store. The Allocating disk space process was only half-way done.. Does anyone know a solution to this problem? I'm installing it on a second HDD-drive, with steam installed on same drive.

It just depends how long your hard drive takes to create a section for that amount of space. Larger games take longer because there's more to write to the drive.

But this is my second time installing the game. The first time it didn't take nearly as long as it does now. This is what i find strange.

Odd indeed. I clean installed my PC, wiped the drives and now it goes much faster.

I've noticed that the allocation only take more than a few seconds if my hdd is in use.

When I download more than 1 game at a time the first game allocates very quickly but each successive game takes much longer to allocate.

If I'm moving/copying files on that hdd at the time game allocation also takes longer than usual.
