Well you could just get a cheap domain,get a host from like 000webhost and then just upload your HTML,CSS etc to the database,but you will need to create your own website by coding and not from a Website Builder

Well I know there was a coupon for $1 domain for a year via godaddy but I'm not aware of it's location

Their website got a database password leak that was all in plain text.

Also a word of advice that will save you a lot of headache down the road: NEVER get a domain through your web hosting provider. Always buy your domain from a reputable (ICANN accredited) registrar and never transfer it to a hosting company. If you get a "free" domain, transfer it out as soon as possible.

Even if I told you you've never heard of them, but just hold on for a second. Are you interested in buying only a domain or domain+hosting? This thread has me a little confused about that, but based on the pricing I think you're interested in a domain+hosting?

Domain, hosting and website builder :). I've had some experience with Square space but it wasn't exactly the best experience ever.

Oh, a website builder as well. Sadly I've no idea about that except Square Space, I've only used WP.
