stutter in game when chrome is open

can some1 explain to me why im getting these stutters (Gpu usage %) when my chrome is open?

Cause as soon as i close it it's all gone.... I thought nvidia released a driver before that fixed this? im on the latest driver fyi.

Are you out of ram?

Desktop: i7-6700K / Asus Z170 S / H100i V2 / LPX 2400Mhz 16GB / 960 EVO 250GB / 2x 860 EVO 500GB / RM750i  / NZXT H440 / XB271H + Z22n Monitors

What do you have open? I believe chrome has hardware acceleration. So any sort of video will use the graphics and will, therefore, be the cause of the stutter.

in chrome i have 12 tabs but 11 of them are suspended  and none of them has any videos in them and i even tried disabling the hardware video encode thing in chrome://flags but it did nothing
