LG ips 60hz 1080p freesync

hello , i am thinking of buying LG 
23MP68VQ monitor its 23inch IPS 60 hz 5 ms response time and freesync monitor can anyone tell is it a good monitor and is freesync worth at 60 hz ...... and how freesync helps if fps are lower than refresh rate i.e. 60hz and also when fps greater than refresh rate ????

In my opinion there's no reason to have Freesync or Gsync for 60 Hz monitors (good old vsync works just fine)

And if you're going to be playing First Person Shooters like CS:GO, Battlefield, Call of Duty or whatever, you're going to want to spend your money on a different monitor with a higher Hz level/range
