Considering the MSRP of the two are only $20 apart anyways, there will rarely be a time when it's not worth it to step up to the 480. Not to mention the 1060 is a similar price as well.

Essentially it's a 10% price reduction (4GB 480 of course and when stock speed vs stock speed)for about a 10ish percent performance cut, so it's almost always better to just get a 480, honestly the 470 is kinda pointless

(this assumes pricing i based on conversion from USD + taxes and transport cost hike and what not which is not always the case over there)

From what I understand, Aus prices have quite a large price gap between the RX 470 and 480, at ~$300 and ~$450 respectively, with availability of the 480s being the biggest killer. With this pricing gap, the 470 is worth it.

We still haven't got the 470's in NZ yet, but the 480's are still around $520-540 here.

I would recommend waiting until  the 480's stock comes back up, and the price drops to a more reasonable level and get the 480.

Doesn't really matter if the RX 480 is the same price, if you can't actually buy one at that price. Poor RX 480 availability is the RX 470's reason for existing right now.

The 470 is way too close to the 480, so you would be better off with the cheapest 480 AIB you can find, don't get the reference cooler. You may aswell get a cheap 1060 instead of a expensive 480, since it's less power hungry, a cheapo cooler would be okay on it.

That's not really how this works. You can't really buy a video card that's "too powerful" for that CPU, as long as you're putting the kind of workload on the card it was intended for.

If you want RX 470 level performance look for a 4GB R9 380 or R9 380X while they aren't 14nm and use a bit more power. The performance is similar and their price will be going down as they are being discontinued.

It really depends how much you're prepared to put up with in terms of acoustics. The 480 is without a doubt worth it if you don't mind the sound of a vacuum cleaner.
