Hopefully man. My issue started when my old got shut down due to power failure and since then I was infected by this virus.

You are in no way having the same issues as us/me.  I have tried 5 different intel cpus and 3 different Ryzen cpus,  no change...  this was done over the past year or 2....  (EDIT). Just got done reading a more recent post of yours.  Wether you have the same issue or not,  it’s not the PC or any component...
 

Also,  please nobody buy new PCs or build new rigs,  it’s a waste of money and won’t fix the issue,  because it’s NOT our PCs.  If everyone could PLEASE wrap their head around the fact that streaming games look just as shitty we could sop this PC being the issue bullshit!

NOBODY fixed it. And nobody will. Not until companies like nvidia or microsoft aknowledge the problem. And they didnt. Because of course, they dont want to. Im pretty sure the problem is a lowered manufacturer cost of the hardware. So, until people stop wasting money on expensive hardware, this issue is never going to be aknowledged. And this thinking is the only common sense thinking that is left after all this coming around and walking in circles.

Sure thing, there's more profit in spending all the money in stronger rig and expensive 4k display, solves problem almost completely, 5 years later there will be 8k like 4k right now, no shimmering/jagged edges at all :) 100% true

I HAVE JUST BUILT MY RIG YESTERDAY AND I HAVE THE SAME PROBLEM 

I HAVE TRIED EVERYTHING ELSE :

ANOTHER MOBO/GPU/CPU/PSU

AND I HAVEN'T TRY ANOTHER WIN VERSION

ALSO I HAVEN'T TRIED TO USE UPS 

(Some one told me it could be an electrical problem)

so idk

i also have coil whine sound from the gpu

the same thing happened to me too, changing the video card i felt the coil whine and this hell happened

so there was no problem with u with the old gpu
