There is something we can try, if possible try resetting cmos and drivers at a new place/city. After resetting cmos you can also add one more step, press and hold the power button for a minute while pc is unplugged but at a new place. No.  If anything its EMI interfering with your monitor.  Has anyone with a laptop reported these issues in this thread?

Whatever it is (whether emi or emi caused by harmonics etc), i can assure you that it's affecting both PC and the Monitor at least in my case. I have a laptop and the symptoms(somewhat different than the PC) are there in my laptop but the intensity of symptoms are less compared to my desktop. It's not a gaming laptop so only way i can check is by observing the shimmering text when the text tries to adjust itself while moving on the screen and other related symptoms. 

 

I have also noticed something strange when the intensity of this was at peak for me(when neutral-earth voltage was 220v). There was a very rare event when i could feel the picture having micro vibrations hence the blur but it was very hard to notice. 

 

Also recently i have tried overclocking my gpu (1070 although it was a very bad idea considering all the issues i am facing) and as soon as i applied the clock speed to +100 in msi afterburner. The screen went blank for me for like 30 sec and when it came back on, the gpu automatically downclocked itself. Although the new setting was applied but the gpu clocks were lower even than the stock ones. This never happened to me in my old house where i used to overclock this same gpu without any issues.

I shouldn't say vibrations but it was some sort of image distortion like symptom. It was everywhere but it was hard to notice. All i remember is that the intensity of the blur was at its peak for me when neutral-earth voltage was very high and now this blur is not as much intense.

But maybe it does look normal for them in the service. If the PC is still with them ask them to take some screenshots.

Its not normal and is exactly how my games look too.

 

But what I mean is, maybe the PC works well in their shop. Which would indicate that the problem is somewhere in your house.

Did you tell the service guys about specific symptoms? Actually these service guys usually fix obvious issues in PC like it's not turning on or no display etc. They might not look for this issue if you don't explain it to them. Although there is also a possibility that it worked fine there. 

 

Does it say "V" near 212? AVR usually show voltage. Sign for voltage is "V" and for watt is "W" or "VA". Knowing about voltage and watts are basic stuff but i think what we are dealing with is something complicated in electricity. Although less voltage can be linked to something deep that's wrong in electricity but in that case it does not mean that increasing voltage will solve it.

I don't think they can spot these issues if they're not gamers themselves.

They mainly look for performance problems...

Your voltage is not perfectly stable. It is common and there are many reaasons why it can happen. But that shouldn't be a problem for PSUs, they can handle it. A much bigger problem would be harmonics in the power network, but that takes specialised equipment to measure.

When the problem comes I do a mainboard BIOS reset and plug into a different power outlet.

Then it normally goes away.

 

Strider: If it's there it's like that in all games!

 

Some games always cause it to appear (for me that's "TW Warhammer 2" for example).

Ok I tried it. Plugged in a different outlet, reset BIOS, even reinstalled drivers. Didn't work. Maybe I should try all the outlets in my house -.-

 

But if switching outlets works for you then that indicates the problem IS power related.

Bearhugger: Is it 220v or 110v in your country? Also is there three phase or single phase power coming to your house? There is a possibility that one of the outlet is connected to phase 1 and other outlet is connected to phase 2 or 3.

I know that I moved my PC from upstairs to the cellar (where it is right now).

Before, I never had any problems.

But I also think that problems didn't appear right away when I moved to the cellar.

At least some months went by...

My dreams are shattered. I was planning on upgrading my PC. I even planned on buying a core i7/i9 with rtx2080. But one thing for sure that i saved myself in time by knowing about the quality of power coming to this new house.

Well I bought all I wanted: a new PC to play all the amazing new games. I was really looking forward to being a full member of the PCMasterRace again, since my old PC was almost 10 years old. But no, why would I have nice things...

I just use it for email and facebook now. My savings are wasted, I am doing basically the same things that I was doing on the old PC, except slighty faster. I can't even look at the games for more than three minutes. This is genuinely depressing.
