is there a sub $65 closed loop watercooler?

so my friend ordered his new cpu and stuff and since he's overclocking he wants to know if he cant get a closed loop water cooler for $65 max like it cant be over at all,

 

he has a 212 evo and that should be good, but he just wants to know.  so is there any good ones that cheap? i see ones that cheap on amazon just idk about them.

 

or is there any names to be looking out for on ebay to see if there cheap on there? 

 

his case is a s340 so it has to fit in that

Anything at that price point is going to perform the same as an air cooler

Does your friend think he needs an AIO for overclocking? This is not true... in fact a good quality air cooler will outperform the cheapest AIO, and with none of the risk. I would never recommend a cheap AIO, it's just not worth it, either for performance (which you won't get) or the risk... it would purely be for aesthetics, nothing else. The cooler clearance height in the S340 is 161mm, so that restricts him slightly, but the Noctua NH-U12S would fit, as would the BeQuiet Dark Rock 3 (not the Pro version), Phanteks PH-TC14PE and Cryorig H7. Check them out.

i think he was going for looks. like he doesn't want a giant heatsink showing in his window

I can understand that (although Cryorig are very nice looking for air coolers IMO), but for that budget he won't get much, if anything! Worth trying to find something second hand perhaps. I am not aware of any new AIO that would even be worth looking at for that money. There are always low profile air coolers such as the Cryorig C7 or the Noctua NH-C14S.

is the 212 evo good enough to get a decent OC with on the 4690k, if it is hes saying he can save up for like a h100i

Yeah, have him save up. 212evo with the stock fan will be a plenty good cooler as long as he keeps the voltage below 1.3vcore.

Yes as above, that's OK... 212 is a solid cooler and will hold up fine.
