24 vs 27in monitor?

Preferred resolution?

For 250 I'd go with a decent IPS 24" 1080p monitor.

 

The Dell Ultrasharp U2414H is a pretty decent monitor for the money, pretty good stand on it and it looks good too.

I'm guessing you're playing at 1080p. The pixel density on a 27" monitor won't be great so I'd get a decent 23-24" IPS monitor or a monitor that has a 144Hz refresh rate.
