I'm pretty sure the Nokia Lumia 1020 has the best camera (in terms of actual hardware). But not many people are willing to use a Windows phone, so...

CPU - Intel i7-4790k | CPU Cooler - Cooler Master Hyper 212 EVO | Motherboard - Gigabyte GA-Z97-HD3 (Rev 2.0) | RAM - G.Skill Ripjaws X 16GB (2x8) DDR3-1866 | Storage - Samsung 850 EVO 500GB SSD | Graphics Card - EVGA GeForce GTX 980ti SC | Case - Fractal Design Define R5 w/Window (Black) | PSU - EVGA 750W B2 | Display - Acer K272HUL | Keyboard - E-Element RGB | Mouse - Logitech g502 | Sound - Klipsch ProMedia 2.1/Fostex TH-x00/Sennheiser HD595

LG G5 or LG V10 are also pretty good, but I don't know how they stack up against the S7 or iPhone 6S

That's what happens when you use a phone for photos rather than a DSLR

I edit my posts a lot.

S7 - For Android users

Nexus 6P - For Stock Android Enthusiasts

iPhone 6S - For Apple

S7 is really good all around and the experience is great, fast, and easy

Nexus 6P also has a pretty good camera but the shutter is slower

Can't tell you much about the iPhone since i didn't test it but it's also fast from what i see and the experience is similar to the S7

Every other Android phone claiming to have a great camera is wrong, it might be just fine for those who don't take much photos or don't care but the experience isn't great. Good example of this is the LG G5 it's not as consistent as the S7 and the experience lacks. The wide angle can be useful sometimes but what i personally look for in a smartphone camera is consistency/speed/experience

This can happen with smaller senors and lack of light, regardless of the phone. I also think that Samsung is using their own sensors now.

It could. You need to have sufficient light to make sure it doesn't look grainy. I know on the iPhone it'll leave the ISO at 50-100 and lower the shutter speed as much as humanly possible to get the shot. I assume other cameras that lack manual controls do something similar.
