so new cpu and psu and mobo

You could just replace the cpu itself. I don't know what mobo you have but it's probably fine. The PSU is eh, but it's not likely to catch on fire or anything. Your system doesn't draw anywhere near 700W.

Oh and also it uses very little vram and it has a 100 percent cpu usage

Yeah your mobo is okay, your cpu is holding back your system. You won't get any more performance out of your gpu until that cpu is swapped for something faster.

Your cpu might be thermal throttling if the cooler wasn't installed properly. Corsair's mounting is finicky sometimes.

Yeah, it's weird what Corsair did. You can try if you've got the thermal paste, doesn't hurt. Or first check what your temperatures are right now with the H55. Your CPU shouldn't be holding back a GTX 970 as far as I'm aware.
