Oneplus 3 region locked ?

Hey so I'm on my way to get a oneplus 3 ( https://oneplus.net/fr/oneplus-3).

The thing is tho, I'm able to buy it cheaper directly in China, my question is : is this phone region locked and does the chinese version came with english installed on it ?

I dont think its region locked, and you should be able to change language

 

but dont forget, that you likely have to pay VAT, import tax and other things which will increase the cost

I'd assume it's the Chinese version for a reason, if it was as simple as changing languages, they'd just have a universal one, wouldn't they?

It may use different bands, and perhaps have a Chinese ROM?

China and North America uses different cellular frequencies, so even if you do manager to get one in English it still would be 3G at max.

For import a friend bring it to me directly so vat free basically 

I'm living in france 4g is the same worldwide beside north america and half south america

I don't know if it's cheaper in china because it's produces there or because it's an alternate region locked version
