you pay them to put your pc together, and they test it to make sure everything checks out, then they pack it up and send it to you

it saves you the time of building it, but costs you cash, also if there's a problem with a part out of the box they replace it, so you know your computer will arrive in proper functioning order (barring a catastrophe with shipping). With building it yourself if a part doesn't work you gotta send it back and deal with waiting for the replacement to arrive

Wow I didn't think Newegg offered the service, thought it was just NCIX.

If it's the same as NCIX, that means that you pick which exact components you want in it and then they will assemble the system, test it, then ship to too you. The usually they will have their own warrently covering the entire system as assembled and tested and provide technical support for a year or so. After that, any issues and you will have to contact the component manufacturer yourself if they are under warranty.

Systems they ship you will be fully tested to ensure it provides the performance you paid for.

Pretty much any PC hardware store offers that. They don't make that much from part sales. So services like that bring good money when it doesn't cost store anything to offer it.
