My neighbor said that i have to have a license to build a pc here in uk. That sounds fucken stupid. Is that true?

If you want to build it for yourself? If that's so, kick your neighbour and tell him how wrong he is.

 

If you are building PCs and charging people for that ... well that's another story. It's called business.

U might need a licence to do a PAID PC build. But for your own good or for free u need nothing.
