Get an H81 board, you don't really need a Z97 board unless you're overcocking. Then you should still be in the budget range if you get an RX 480, as @cdsboy2000 suggested.

If she (he?) gets a 6500 like I said then they can OC it potentially.

(S)he can, if the BIOS of the motherboard still allows multiplier overclocking. BCLK overclock can still be done, although it can act strange compared to multiplier overclocking. If it can't be done, then getting Z170/Z97 wouldn't really be worth it.

Z170 isn't that much more expensive and at least gives the possibility of doing it (also resells for a lot more than some random H170 mobo or something). I linked the OC bios after you replied on my post

I would definitely get the 8GB RX 480 which is about $40 more I believe

I only got the 4gb version for the budget if he is willing to spend $40 more than i recommend the 8gb
