Rise of the Tomb Raider pixel clusters

As you can see in the screenshots below. 
black clusters of pixels popping up from god knows where. its annoying and i wish to get rid of it. all help appreciated.

my specs

intel i5 4440 3.1GHZ
GTX 960 4GB 
8GB RAM

This looks like texture glitches, check your VRAM usage and reboot your PC if you haven't done it yet :)

get them new drivers

Is your VRAM maxed when you're playing ? If that's the case you should lower your textures settings

no it isnt maxed because the game displays a warning message saying that it requires more than 4 gigs of vram
im going to lower the settings and check now

okay didnt work i took all the settings way down to lowest and still nothing 
 what are those pixel clusters called?

I don't know if these have a particular name but it looks like textures that are not being rendered
