Will the i5 6600 still be allowed to use the preset OC's you can set in the bios or is that only for K cpus, and also if the 6600 could use the presets would i need a z170 board or is an h170 able to utilize those? Just want to be as thorough as i can be with new parts.

you can Still OC with the i5 6600.. but since intel forced companys like ASRock to release new BIOS'es without SKY OC... you have to search on websites like overclocking.guide - to find an working BIOS..

... additionally you have some disadvantages... your IGP won't work anymore.. you can't read out temps etc..

its not worth the 20 or what Euros... go for the 6600k.
