chrome, the latest version

and as you see i still dont have the options http://prntscr.com/bav49p

Try having a wider window - it's slipping into mobile mode I think

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If you can read this you're using the wrong theme.  You can change it at the bottom.

O.o is your monitor like 640 x 480 or something?  Well try it in windowed mode stretched to be wider than your screen then.

Well it works perfectly for me... nd your screenshot definitely looks like it's using the small-screen (feature reduced) mobile version.  @colonel_mortis

just going on a whim here but could the night theme be making it look like your colors are broken?

you are either zoomed in with chrome or you are using windows scaling at something over 100%

I like the day theme personally but that is just because i am used to white backgrounds on websites i guess. For your issue maybe try restarting chrome.

your screen is way too small to be at 100% windows scaling...

this is 1080p at 100%:

As others have said, it is an issue with your screen resolution, but you should be fine with a 1080p monitor with no zoom or scaling. Can you go to http://www.whatsmybrowser.org/ and see what it says for Browser Size? It is supposed to be about 1900x950, but if it were that then you wouldn't have this issue, and there would be blank space on either side of the main content area.

HTTP/2 203
