Windows 8.1 - Steam flickering/blinking

Does anyone know what this might be caused by? This only happens with Steam for some reason. I have the exact same problem on my laptop that's also running Windows 8.1.

 

CPU: i7 5820K @4.2GHz RAM: Corsair Vengeance 16GB DDR4 2400MHz

Motherboard: ASUS Rampage V Extreme Graphic card(s): x2 EVGA GTX980 Ti SC (ref) @1405MHz (SLI)

Soundcard: ASUS Xonar Essence STX II Storage: x2 WD Red 4TB (RAID 1), Kingston HyperX 3K 240GB,

Crucial MX100 512GB Case: Fractal Design Define XL R2 PSU: Corsair RM1000

Make sure windows is up to date and you have the latest drivers, It could be that you GPU is about to die bu as you have tis issue on more then on device its likely that there is a issue with windows.

Have you tried turning it off and on again?
