GPU problems

When I got this card, the r9 380 nitro it could run GTA V at high settings for at a solid 60 fps but now i have to put it on lower settings and it doesnt even get 60 frames more like around 45. One problem I see is that the temperature almost never rises, MSI Afterburner stats say that it has 100% usage on GPU and 50% usage on CPU, yet the GPU temp never rises past 45C

 

Anyone got any fixes?

I don't actually give useful information, hopefully I just  say something funny.

is it getting enough power? such as all power cables are plugged in and power delivery is at at least 100% in afterburner

Uninstall drivers with DDU and reinstall the latest drivers

just noticed that for some reason my core clocks were at the lowest FailFish
