I'm running CSGO on a GTX970. FPS on max settings on 1080p hovers around 300+fps

Minimum RX 460 and Maximum RX 470 4GB... (anything over JUST for CSGO is a waste...)

Get the 1080 if you want to. I mostly play CSGO and look at my system. My old 960 gets 240-300 FPS in competitive at any given time and that's fine but if you want more out the game then go ahead, nobody here is going to be spending your money or playing the game with you at your system so do what you want if you can justify it. Considering you have a lot of games your 1080 will be used well in those. Upgrade your CPU to something Intel based or maybe wait for AMDs promising new architecture, Zen, and you will be fine.
