Cod ghost help

Hi guys. I had a lot of cod games on my PS3 but since lately I built my self a PC I don't use it anymore. My first cod game on PC is ghost which I never played on PS3. The problem is, is when I zoom into my scope like sniper it drops from 90fps to 20fps.  Is there a reason for that and can I change something in the graphic settings.

The game is built like that. It is not your system's fault.

I have a Fury Nitro and an FX 8320E. Screw my life?
