I tend to avoid Radeon cards, (not due to fanboy issues. Just had bad experiences with them in the past) so I can't really give any advice for that.

You could easily get a 2GB 960 for under $200 USD. Possibly even a 4GB 960 if you keep an eye out for sales / discount codes.

If you're willing to shop used / refurbished. With some shopping around, you could probably get up to a 970 for under $200.
