maggotware scans are a good thing.

Check disk space of where CS is installed. I didn't realize my drive was full and that has caused stuttering for me in the past.

had a look, has 372 gb free. Doesn't seem like that is the issue.

thanks for the suggestion though :)

Try toggling VSYNC? I found my stutter went away when I enabled it, which is the opposite of what normally happens. Check your drivers and make sure that you aren't somehow rendering at a high resolution than your monitor. What does the load look like on your CPU, GPU etc. You have a beastly machine but that might have some hints.

update on the v-sync, made it worse, didn't assist with the issue at all sadly :(

the load is minimal.  I Don't have a clue what could be going on.. :/

the vsync thing. could be a conflict with graphics software. had that problem with crimson early on.

maggotware/cookies/malware/virus'............... you couldn't figure that out?

you know what a maggot is? something you don't want to see crawling on your skin, see crawling in and around a dead smelly carcass. and you sure as hell don't want it crawling around in your computer. MAGGOTWARE!

run scans. what you described is that something is running as you're trying to play. you may also want to disable anything that auto updates itself.

I have a similar problem, the game basically just "lags" every few minutes, freezing up  for a few seconds and then unfreezing again, making comp practically a loosing battle.

Try removing nvidia HD audio drivers if you have them and just use the default windows sound driver. Also make sure the xbox dvr app is turned off.
