GTX 1070 or 1080?

It's not likely to be "50% faster", I'd guess along the lines of 25%-35% faster while the 1070 will be pretty close to a 980ti in performance. 

Hold up though, remember the fate of the 980? It was priced high, and wasn't THAT much better than the 970 in the end. Sure the 1080 will be the king of the hill for a little while, but just wait until the Titan rolls up. History will likely repeat itself, and the 1080 will be in an awkward spot again, especially when the 1080ti drops at the MSRP the 1080 will be now. I have the 980ti, and it's still more than powerful enough for 1440p. I want to upgrade to the 1080ti or Titan though. 

Benchmarks will be coming soon (some reviewers have the cards in hand), in the meantime, go to Nvidia's 1080 site and click on notify me, to get an email when pre-ordering begins. This will give you an advantage if you really want either card. It sounds like the 1070 will be the VALUE card again though.

No one knows until benchmarks drop. 4K is tough, even the 980ti chokes on AAA titles at 4k, which means the 1070 will likely be similar. Who knows.

4K monitors are also expensive, keep that in mind with your budget.
