I would say about the first one, but it has a VA panel. The colours will be less "alive", and faint. The BENQ RL2455HM 24'' would be a very nice alternative, because of the TFT panel. Also, it is a BenQ one, in result, it has a much better built quality.

My kindergarten teacher told me always pick the higher numbers because the higher numbers, the better it is.

What else? Both them are 24 inches, so there's no literary major difference beside the HZ. The higher the HZ, the less chances you're getting screen tearing.

I would buy that monitor for my birthday at feb. 13, but it was out of stock. I eventually bought the Samsung 24'' LS24E390HL, for 190 euros.

also, a very VERY GOOD SCREEN is the GL2460HM by benQ. I was supposed to get this one, or the one i listed. Since I live in greece, the pries on some screens were very high compared to the prices internationally, and that was no exception. I believe that this would be the best option in that budget, which is yours. If you can, buy this one.

I live in South Africa. It is still really expensive. Import duties, tax etc is about another $50

This is incorrect.

The first one has a TN panel.

VA panels actually provide more alive and vibrant colors than both TN and IPS because they have 5x the contrast ratio.

 

Also, VA, IPS, and TN are all TFT, so I don't know what you mean when you say "TFT" panel.

Also, both options are from BenQ, and you said one is better because it's from BenQ. 

 

What the fuck?

This might be the most confusing and incorrect post I've seen get best answer.
