looks like a system monitoring tool

did you install any system monitoring tool in your system before this happened?

-sigh- feeling like I'm being too negative lately

It looks like CAM or the included monitoring tool from MSI After burner. Try exiting a program like that and see if it goes away.

Again, end the task in task manager. Most effective way. But why the two posts?

If you ended it in task manager, then you know what it is. Search google for that proces to see what program it belongs to and then uninstall that program.
