"App can't be opened using the Built-In Adminstrator account"

Just recently Windows has decided to lock me out of almost all of the windows apps and only third party apps can even open on my PC. I have Windows Home and until now has been working just fine, the problem started after I launched up GTA for the first time in awhile, after a few minutes of playing both screens went black but the computer was still on so I decided to restart my PC. When I turned it back on this error started to show up. Any advice on how to fix this would be great.

It's probably a registry/GroupPolicyObject issue, are you on Windows 10? Does the error appear whenever you try to open the Windows Store, Edge, Mail app, etc?
