he can maybe use his current HDD and optical drive. and what games will he be playing? 500 may not cut it if he aims for latest titles and high to max settings.

Resolution is important. I don't think he will be able to meet the $500 budget restriction for bf4 at 1080p but definitely can for just a little bit over that.  Does he already have his OS?

should play bf4 at around high settings. if  he needs a new hdd then downgrade to a 7850 and a 1tb caviar blue.

I'd get the one that @ComputerNoob suggested, but:

1. Skip the CPU cooler

2. Got at least 550W PSU and the cheapest 7950 you can find, preferably not stock

OK I just looked it up:

1. Keep the cooler

2. Get OCZ Fatal1ty 550W

3. Get Powercolor HD7950

Price is $499.91 ;)

Why 1x8 gb of memory? And why get rid of the cpu cooler? I agree with the video card, did not see that the 7870 ghz was cheaper then the regular one. Oh and yea, i didn't see that that was an old motherboard without usb 3.0.

Because it's cheaper and fits the budget without having to rely on rebates.
