question about vms

if i fully shut of a vm do i get the 2 cpu cores and 5gb ram back to my host or does the vm still keep it?

On your computer?  Yes, the VM never actually took control of it in the first place.  When the VM was running, it had a higher priority to utilize those cores and memory, nothing more.
