my brother got a cheap pc for 40 dollars but it doesnt have an os i would like to know the best ones and where/how to get them

Linux Mint (cinnamon). It's free, and is probably the best option for someone going from Windows to Linux as the interface look "similar".

 

Couple that with WineHQ and you can run most Windows apps too.

If you like mac then Elementary OS Freya. If you sway towards windows then maybe linux mint / ubuntu

Linux Mint and Ubuntu are two of the most popular Linux distros. There's a bunch of free ones out there, but I'd recommend those two. If you like Windows' UI, Linux Mint is probably the best.

Almost every Linux based operating system is free. The most popular is ubuntu. Its highly rated and highly popular. You can get windows for around $100, but if you want cheap, go for a linux based OS such as ubuntu.
