you can run an FTP host on any existing PC, you just need to update your firewall rules to not drop external TCP SYNs and forward the FTP port.  I generally suggest an SFTP over SSH solution or similar.

be aware that setting up externally accessible servers can be a HUGE security risk, especially with something "mission critical" like an FTP server (depending on whats on it)  I wouldn't recommend running one behind a residential gateway. Make sure you deploy a good firewall (pfSense is a good option), ensure port scanning detection and consider IP whitelisting (not sure of the use-case here so this might not be applicable)  also ensure your gateway has static IP otherwise you may find yourself unable to connect

What are you going to use it for?

I was planning on making an FTP server myself a while ago but due to security reasons and having to open certain ports for it to work I didn't go through with it. But as the reason was simply to share files with a friend, we setup syncthing on our computers and it directly synced files between our computers. You could also just use something like Dropbox/Google Drive/Onedrive. Of course it all depends on what you're going to use it for but since FTP can be insecure if not setup properly it might be a good reason to use something else?

But if you decide to go for FTP, good luck with it! It's fun once it works and is stable! You could try something like Filezilla server out, it's quite easy to do but I'm not sure if it's the most secure option. You really should research that yourself.

Well, there are a lot of problems with hosting your own server especially on a home Windows Platform which is the security risks.

Opening Ports on your router side causes problems and can allow people to access network resources and even resources on your PC that you wouldn't want anyone accessing.

If you're on Windows IIS offers a free, easy and built in way to enable FTP.  In terms of the Firewall, generally the port is TCP-21.
