Sprite Sheet Slider / Organizer

Hey, basically you know those sliding puzzle games?2.png

 

I was wondering if there was a program to do this or one available online where I could upload my own picture and specify the size of the squares in pixels. I want to do this because I think it'd be an easy way to sort around a sprite sheet of sprites that are all 16x16 in size. There might also be some way to do this in photoshop or other program, if that's the case please let me know of that as well, it would be a much more ideal solution :)
