Best API for GUI C++

What is the best API for a basic GUI and USB communication in C++? I'm coding it in Visual Studio or Qt so I have a few options:

Qt, Windows Runtime, DirectX 11, DirectX 12, and I've heard good things about Windows API but I don't know where to find it in Visual Studio or is it the same this as Windows Runtime?

Which is the best for a beginning programmer? Thanks!

OpenFrameworks is pretty good. There's no standard one because it's pointless to have one between the many, many desktops there are (Windows XP/7/8/8.1/10 in Aero and Metro, Apple OSX Yosemite and El Capitan, Linux Cinnamon, XFCE, Unity, Gnome, and more). ISO just lets 3rd parties take care of it.
