Am I being throttled?

When I download a file, I usually get 10Mbps however when I watch a youtube video in 480p, I can't even play it, it'll play fine at 240p but when I move it to 360 or 480, it buffer's for basically what seems like forever (around 5 minutes), play again for about a minute then buffer again.

Does it do it with every video or only certain ones?

Nope, AT&T. I've heard TWC was actually worse than AT&T.

What browser are you using? To be honest you could be throttled BUT it can also be your browser acting up, it happens.

YouTube has also proven to have problems now and then. When I first got to my new apartment I couldn't stream 360p videos on YouTube even though I 5 minutes later discovered I was on a 100/100 mbps connection (entirely different and way too long story). A couple of days later it was just fine and I was back to streaming 1080p videos no problem.
