Doesn't look like anyone answered it, but its Alpha by C418. I instantly recognized it because C418 is the main song artist for Minecraft lol...

 

 

(i think you were asking about what song that was not genre)

 

edit: i don't hear any static as stated about but it sounds like its playing the same song 3 times at nearly the same time..
