It's too early to plan for  a PC in 2017

It is for components wise.. Not if you're building a desk.

The quoted one went to the same place.

So either Rahnie didn't check it had been updated (at the time of quoting) or links somehow automatically change themselves in quotes.

in 2017 those components will be very dated. Save up money starting now and by the time 2017 rolls around, you can buy some current gen hardware
