What would be the best program to use to remove it? Clearly I dun fucked up. 

 

Ran windows defender and Malwarebytes and nothing was picked up.

Go to Control Panel\Programs\Programs and Features. You might find a fishy program there that's giving you all those ads. It has happened to me before.

Use malwarebytes chamellion. It shuts down every process and blocks new ones from opening as it scans for viruses/adware.

I did try that but nothing came up. I just ended up System restoring to a previous point.
