why can't I use my hand blaster in DC Universe Online?

so i just started playing DCUO yesterday and last night my game crashed on PS4 and when loaded up the game again both triangle and square just punched so i checked and my hand blaster and it is looked in the skills menu i tried taking off all my gear still does not work.
