The R9 380 is better than both. It's not much better, no, but it will be slightly faster.

Here in Canada they are a lot more though, 275 for even the lowest ones , can't fit one in my budget

Yes. Since the 2GB 380 is literally an R9 285, it still beats the 960 by a noticeable margin

That's fine. A 4GB model would be better, but the R9 380 is still a better choice than both NVIDIA cards.

I'm going to be gaming at most likely 1440x900 maybe 1080p. And from the benchmarks I've seen for the 950 at 1080p are even half as true as they were and the jump that the 380 is supposed to have over the 950, I think it'll be good

And the 4 gig ones are over 300 here and thats almost half my budget so that's probably not going to happen

It also is enough if you don't mind turning down a setting here or there and running at 1080p.
