[Win8.1] Update stuck at 18 of 134 for over 2 hours... what now?

A little background:

 

The machine is a government-issued Lenovo G40 with an i3 so I cannot afford to break it too much...

 

Updates got triggered earlier this afternoon and now windows is supposedly installing it... but it's stuck at 18 of 134...

 

I understand the risks of shutting it down right now, but I need this machine rebooted and workable before 10pm JST...

 

anything I could do to at least see if it's actually doing any work?

leave it be - so long as it has internet access it will finish it - might be the AntiVirus scanning which causes a slow install

Might be... I don't have the authority to remove anything since this is government property...

 

I'm itching to get the Lenovo bloatware that came preinstalled...

 

It's running Avast primarily (preinstalled? I didn't put it there...) with a Lenovo preinstalled version of McAfee...

It's been 3 hours now and still stuck on 18 of 134... I think it's safe to force reboot since it's too abnormal at this point...

 

any thoughts?
