"45 MegaBit" network can't stream YouTube videos.

I have an att uverse 45 mbit connection. Speed test reads 30 mbit. Even with 30 mbit I should easily be able to stream YouTube videos and I can't. It has a hard time loading at 480p. What do I do?

open task manager and sort by most internet speed used or something while you are loading a youtube video and tell us what number is there (x Mbit/s)

M8 try to ping a website through the terminal and if it has high ping something is using up bandwidth

My i5 6500 is bad and can't even maintain 4.5ghz, and 4.4ghz causes it to slowly become unstable over weeks with a vcore of 1.395. FML
