Motherboard Troubleshooting

Ok, I have been trying to troubleshoot my system because it would not post most of the time. My system is a Core i5 760, 8 Gb Kingston HyperX Blu Ram, EVGA GTX 660 TI, Corsair CX600 Watt PSU, and dual Seagate1 TB HDD. I have tried every thing discripted on the NCIXcom's PC Troubleshooting No Post Diagnosis video none of it has worked. I have a feeling that it is a motherboard issue, but i'm not certan because the fans still power up and I would guess that if the motherboard was dead, the fans wouldn't power up. Another note is that the rear fan plugged into a chassis fan header will power up like normal but after a little bit the fans LEDs will start to filcker and the fan will stop and start working again at a moments notice. Any input will be appriciated! Thanks!

Two things - you may actually have a doggy PSU - do you have another one to test with? I say that as the fan on/off is very weird. Also - do you have the 4/8 pin power lead plugged in? I know... but sometimes it isn't in all the way...
