Gpu usage under 70% when sli (please help!)

I my two 980ti are only working at 70% or lower in games as well as benchmarking programs (heaven 4.0). I tried uninstalling all the drivers but it didn't change anything. I have set the card to prefer max perf but still nothing. I also tried unpluging the sli bridge without success. I tried using only one card at a time and both work flawlessly. My temps are under 65 for both gpus and cpu.The cpu is never above 70%. They reach 98 to 99% usage. What can I do? At this point its like I paid another 1k for nothing:

Crysis 3: single gpu 52fps/ sli 62fps (only a 10 fps gain)

The witcher 3(and most games): single gpu 40fps / sli 42fps (no gain)

Bioshock infinite (and valve games) single gpu 120fps/ sli 100fps ( 20fps lose)

Heaven 4.0 single gpu 103 fps/ sli 105 fps with gpu at 50% load.

Sli worked great 1month ago when I bought my second gpu. I don't know exactly when it stopped working because II was play divinity and the fps was capped at 60 to match monitor. I realized it now becayse I received my new 144hz monitor.

I7 3770k 4.5ghz

16gb ram

Windows 10

Ax 860i

128gb ssd and 3tb hdd.

G-sync monitor?

II tried it on a g sync monitor and a fixed rate one same result. Why would g sync cap my fps at 42 or 62 when thd monitor is set to 144hz?

What do you mean by psu? Its a 850 watts, but if it worked before I highly doubt that it doesn't anymore. Maybe I am wrong could you please explain what you meant by it?

Exact PSU model?

Is your current monitor G-sync enabled?

Corsair ax 860i 850 watts platinum. The new one was using g sync. I turned it off in nvidia control panel. I also used my old one that doesn t feature g sync. I got the same results.
