My research shows that the Radeon performs slightly better, but I hear these rumors that Intel CPUs (such as Skylake) don't perform well with Radeons.

Intel's high-end CPUs work volumes better than AMD's high-end CPUs in most cases with pretty much all graphics cards. Those rumours are false. Look at the benchmarks for the past two years, you'll see that in a lot of cases, the 8350 performs about the same as an i3-2100 in modern games when strapped to the same GPU.

CPU and GPU manufacturers can't be coluded, they would get fucked by monopoly and anti trust penalties. Right now, the R9 390 is the best choice, it's slightly cheaper, performs a bit better and has a metric fuck ton of vram. If you get a good aftermarket card noise and temps are a non issue and honestly, if you care so much about power consumption get a mac (Just being sassy :P)

thats what im thinking if skylake performs better with nvidia gpus there is going to be a big lawsuit brewing

I think it's a common misconception that arises from AMD making gpus and cpus which make people think that Nvidia will be worst on AMD cpus and Radeon will be worst on intel. We all know that's horseshit, so, yeah.
