REDIRECT PLEASE HELP

So my dad works at a university, and they have tv's set up around campus with a pc connected. The pc starts up and grabs a file from a network share every 5 min. The problem is that they need to be able to change to a different picture in a second. if there is an emergency say a shooter in campus. I thought I could make a website which would act as the slide show and then another page for emergency's on a different domain name. I just need a way to have some one on there computer be able to switch to the emergency slide by clicking on an icon on there desktop. I thought of a redirct but don't know how to activate it with an icon on the desktop when ever.

Web browser security, I believe. I think it blocks it from changing domain, but I am not too sure.

You'll need to use JavaScript or PHP
