Play all those fancy more demanding games, browsing reddit, watching streams etc

3. Monitors 
1 monitor @ 1080p (not required to be added into build here)

4. Peripherals
not needed, no OS required either.

5. Why are you upgrading?
doesn't want to be a peasent anymore

hmmm that one would be tough on that budget, I would suggest looking around your local used listings and then devote most of the budget to a like 4-500 dollar graphics card

I can squeeze in a SSD, but you will lose GPU power... down to a R9 280, maybe a gtx 960.
