Is this External HDD Reliable?

Yes you can ignore the cloud back up option, and they're pretty reliable.

Of course, as with all things there will be some bad ones. So, you might get unlucky, but generally WD is pretty solid stuff.

 

I've used WD externals, and they've been great. I currently have a LaCie external, it's also great (and faster), as well as a pair of budget/no name drives.
The only difference so far has been transfer speed. They've all been reliable.

Is it reliable? Its a WD My Passport Ultra 1TB. I see it says 

  • Automatic and cloud backup 

I don't want it to back up to the cloud I just want to use it to copy and paste files manually. Can I deactivate the automatic back up?

WD My Passport Ultra is a pretty reliable drive, as @dizmo pointed out. It does feature hardware encryption which protects your data, but the drive cannot be read outside its enclosure, so I'd keep an extra backup elsewhere in case something happens with the enclosure (data recovery companies might be costly).
As all mechanical drives, external drives can be damaged from excessive vibrations, dropping and magnetic fields. Also ejecting the drive before choosing the "safe remove" option might corrupt the data in so I'd advise you to use it every time. 
If you are careful with the drive and don't drop it or break the USB connector, it should last you a pretty long time and serve you well. :)

I don't believe I even have the option to eject any of my external hard drives.

 

Windows does write a very small portion of data on every external storage drive (thumb drive, HDD, etc.) to indicate everything was completed without any issues and nothing was lost during the transfer between the cache and the storage drive before ejecting the drive. This ensures you haven't disconnected anything before any transfers were completed and any data is lost/corrupted. If this portion of data isn't written, the next time a drive is connected and Windows doesn't see it, it may ask to format the drive in order to operate with it or even recognize it as a RAW formatted one. This is why it is always recommended to eject all your peripherals "safely". :)
